SJSO: Man Arrested In SJC For Violating Trick or Treat Rules For Sexual Predators

SEXUAL OFFENDER VIOLATES ORDINANCE
A 46-year old St. Johns County man was arrested this (Wednesday) afternoon on a charge of violating the sexual offender and predator holiday activity ordinance. The suspect, identified as Kenneth Brian Hanger, 46, 181 S. Twin Maple Rd., was located this afternoon and booked into the County Jail in lieu of a $1,000 bond.
Detectives with the Sheriff’s Office Sexual Predator Offender Tracking Unit were conducting countywide checks late yesterday afternoon and early evening to make sure that registered sexual predators and offenders were in compliance with the county ordinance that addresses them specifically. Among the conditions of the ordinance is that offenders are prohibited from distributing candy or other items to children on holidays, or from wearing costumes with the purpose of entertaining or attracting children on Halloween.
They are required to post a sign at their residence stating, “No candy or treats at this residence,” and exhibit no exterior decorations to attract or entice children to the residence and leave all outside lighting off during the evening hours of Halloween.
SPOT Detectives received an anonymous tip that Hanger was not abiding with the requirements of his Sexual Offender status. Detectives arrived at his residence and found a group of children in the driveway and a relative was distributing candy. During this time, the garage door was open and Hanger was just inside the garage. Hanger told detectives he has been a registered sexual offender in St. Johns County for three years and was advised of the ordinance and its rules upon registration. Detectives obtained an arrest warrant today and he was taken into custody without incident this afternoon.
Hanger was found guilty of aggravated indecent assault in Bradford, Pennsylvania, nearly 23 years ago and was required to register as a sexual offender.
