It might sound like good news that Commissioner England asked to "take a breath" on paid parking until another meeting, however she only recommended that because commissioners O'brien and Kostka were out with health issues.
She said she did not feel they should move forward without the votes of the other two.
She did suggest that there would be no backing down from the implementation of the paid parking program on the beach, saying that commissioners should instead, spend more time trying to convince people it's a good idea.
"Perhaps we haven't done a good job of communicating everything, the whole plan," said England. "All these issues that you're bringing up, can be addressed in a white paper."
